For SBA lenders
Short answer
An incomplete Universal Purchase Package (UPP) will cause delays in the guaranty purchase process and may result in the SBA requesting additional documentation or even denying the purchase request.
The Universal Purchase Package (UPP) requires specific documentation to support a lender's request for the SBA to honor its guaranty. Missing or incomplete forms, inadequate supporting documentation for liquidation expenses, or insufficient proof of compliance with SBA regulations will lead to the SBA returning the package or issuing a request for additional information (RFAI), delaying payment on the guaranty.
A lender submits a UPP for a defaulted $800,000 7(a) loan but omits the environmental report for the real estate collateral and lacks sufficient documentation for $50,000 in liquidation expenses. The SBA would return the package with an RFAI, delaying the guaranty purchase until all missing documentation is provided and properly supported.
Insider move
Lenders must ensure the UPP is complete and accurate before submission. Incomplete packages are a significant source of delays and administrative burden, directly impacting the lender's ability to receive timely payment on the SBA guaranty.
