Short answer
A history of environmental contamination requires extensive due diligence; if unresolved, it can kill an SBA 7(a) loan approval.
If an Environmental Site Assessment (ESA) reveals Recognized Environmental Conditions (RECs) or a history of contamination, the SBA requires that the contamination be remediated to acceptable standards before the loan can close, or that sufficient funds are specifically earmarked in the loan proceeds for remediation. Unresolved or significant contamination can make a property or business ineligible, as it poses a substantial risk to collateral value and future liability.
You are buying a former auto repair shop. A Phase I ESA finds evidence of previous oil and solvent spills, requiring a Phase II. If the Phase II confirms significant contamination, the seller might need to complete remediation, or the loan amount must include funds for a cleanup plan, before your $1,200,000 acquisition loan can be approved.
