Short answer
An Environmental Questionnaire (e.g., SBA Form 1081) is sufficient if the property is considered low-risk, involves minimal construction, and no Recognized Environmental Conditions (RECs) are identified.
For certain low-risk properties, such as undeveloped land or specific types of commercial real estate with low environmental risk profiles, an Environmental Questionnaire (e.g., SBA Form 1081, or an equivalent lender form) may suffice. However, if any 'red flags' or Recognized Environmental Conditions (RECs) are indicated by the questionnaire or due diligence, a Phase I Environmental Site Assessment (ESA) becomes mandatory.
A borrower is acquiring a retail store located in a strip mall, with no history of hazardous material use or dry cleaning. The lender requires an environmental questionnaire. Upon review, no red flags are raised, so a Phase I ESA is not required for this low-risk commercial property.

Lenders must be diligent in their environmental risk assessment. Relying solely on a questionnaire when a Phase I ESA is warranted due to property use history or red flags is a common cause for SBA guaranty repair or denial. The environmental due diligence must be commensurate with the risk.
