In short
An entity, usually a bank, that handles the issuance, transfer, and redemption of government securities. For SBA loans, this agent facilitates the secondary market for the guaranteed portion.
The SBA uses a fiscal transfer agent to manage the guaranteed portion of 7(a) loans that lenders sell to investors in the secondary market. This agent ensures the efficient transfer and servicing of these guaranteed portions. As a borrower, you interact with your lender, not directly with this agent.
