This is known as the 'credit elsewhere' test. It doesn't mean a business is entirely unbankable, but rather that a conventional loan might come with terms (e.g., very high interest rates, short repayment periods, or extensive collateral requirements) that are not sustainable or reasonable for the business. SBA loans fill this gap by providing more favorable terms.
A growing business might qualify for a conventional loan, but only with a very short 3-year repayment term that would strain its cash flow. An SBA 7(a) loan, offering a 10-year term, would be considered more reasonable and thus an eligible option under the 'credit elsewhere' rule.
