SBA loan basics
Short answer
An existing business is ineligible if it's primarily engaged in certain activities like gambling, lending, speculation, or passive investment, among others deemed non-supportive of small business development.
The SBA has a list of ineligible business activities to ensure its loan programs support genuine small business growth. Businesses whose primary activities include gambling, pyramid schemes, multi-level marketing, passive real estate investing, or lending (banks, loan sharks) are generally excluded. Additionally, businesses that are speculative in nature or involved in illegal activities are ineligible.
A business that owns and rents out several residential properties is primarily a passive real estate investment entity, making it ineligible. Similarly, a casino or a payday loan store would not qualify for an SBA 7(a) loan.

Lenders must perform due diligence on the business's primary operations and revenue sources to confirm it does not fall into any of the ineligible categories. Misclassifying an ineligible business can result in a denial of the SBA guaranty.
