SBA loan basics
Short answer
Certain types of businesses are deemed ineligible by the SBA, including those involved in speculation, gambling, lending, multi-level marketing, or those deriving revenue from passive activities.
The SBA's mission is to support job creation and economic growth through active small businesses. Therefore, businesses that engage in activities deemed contrary to public interest or that are primarily passive in nature are generally excluded from the 7(a) program.
A business primarily investing in real estate for rental income would be ineligible as it's a passive activity. Similarly, a casino or a liquor store deriving more than one-third of its gross annual revenue from sales of alcoholic beverages for consumption off-premises would be ineligible.

Lenders must carefully review the business's activities and revenue sources against the SBA's extensive list of ineligible businesses. Misclassifying an ineligible business can lead to the SBA denying the loan guarantee.
